Probably be cheaper to have kamikaze nuke Wraiths. Better chance of getting to the target. But I guess that might put Marines out of a job, and the Terrans have to expend their criminals somehow...

Test subjects? If they got the Zerg and extracted the overminds ability to control the broods, they could probably somehow manipulate and harvest the method. Then they could make world crime stop by putting them forcibly into the army. To die.
