Thanks for the help. I finally figured it out. The way I found for making the damage regions is:
Trigger 1:
Event: Unit enters region
Action: Run Trigger 2
Trigger 2:
Set life of triggering unit to (life of triggering unit-1)
Run Trigger 3
Trigger 3:
Conditions: If triggering unit is in region==True
Actions: Wait 1 second
Run Trigger 2.
This works for individual regions, so I am working on finding a way to array the regions so I only have to use these 3 triggers.
