Pictures in maps

Hey ive downloaded a heap of bounds now that have pictures in them i know its to complicated to do it by hand so anyone know the program that you use to do this ??

this is hella hard to use got any tips it took me all day and night to load n save a picture onto the map n i open it n its fuked up its all null if u no wat i mean its nothing der its black n its badlands terrain??
