Order Circle Ring?

Anyone know what these are? i've heard it's some bug in the game and i've seen them in trade channels. what's the deal?

if its in tradechannels just take a look at it in a game if they do not show its 99% scam, if the other one tells you it has "hidden stats" its 100% scam
(and do not take any attention to it if someon else offers much more than the other one who sells it wants its a good old scam...)

believe me, i fell for it back in .09, for a....bugg'ed wirts leg (don't rip i was a noob) player b said he had 5 wf's for it, and bam i fell for it and i was scammed outa my bugg'd valor, not to worry tho i got a couple ppl back, me and my friend both got 2 valors out of it so i learned and what was once the scammed was now the scammer

I googled it/ ebay searched it and no dice so ya im almost 100% positive its a scam
