Less requirement mod

i dont think i under stand what the less requirement mod on some items does. example, i have 84 strength on my lvl 73 sorceress, shes wearing tals belt and armor, (60 less req on arm+20 from the belt=80) i have a storm shield that i want to use, its req strength is like 150. with the 80% less requirements from my stuff, shouldnt i be able to equip it? please enlighten me...

the -req is only for that item. so u gotta put a -15 jewel into the ss to get it to 136 str req (or 134 i'm not sure which)

if tals armor didnt have -60 req, u would need 200+ strength to equip it
