You have to register first, but you can get the file here. That's it, if I'm not mistaken... it's been ages since I've run a server, so I couldn't tell you if it's what you're looking for or not. Besides, I feel like I'm performing a service of the devil by giving you this link. Warcraft III mod is part of what makes CS 1.5 terrible.
