Item seems pretty cool, but the skill gainage seems a bit overpowered. Maybe instead of 20 you should only give 1 or 2?

Also, Ice Wave? I thought Baal used that

Diablo uses the Fire Wave, I'm pretty sure. Yeah, if you add Synergies, those spells would overpower any other spells from any character.
