Yes but it costs gold and it goes up everytime you unlearn. You go to your class trainer.

first time is 1g, 2nd time i think is 5 or 10, cant remember. but it goes up quite fast.

Go to your trainer to do it. It gives you the option for "train me" or "unlearn my talents"

Go to your according class trainer and select "I want to unlearn my talents".
This does not come without a price, however. The cost is as follows (in gold) for every time you unlearn.
1, 5, 10, 15, 20, 25, 30, 35, 40, 45, 50, 50, 50, 50, 50...
