My ideas:

Characters should be completely dynamic. When you start the game you select race, sex, history, outfit and alignment (only good or evil values; not something between 'em).

History:
There you can select some of the stories available for your race/sex/alignment combination. It determines your strong skills, attributes etc. And dynamic part would be that you can learn some skills that you haven't trained in earlier parts your life (=history) but these skills can reach only average levels. Your character's look should depend your skills and attributes. If you are only a mage, you will have maybe a mysterious (at least when studied mysticism or illusion arts of magic) look and not very athletic look. In case of barbarian you would have very muscular, simple and harsh look. There are not strict changes of your look. Its dynamic!
Your character should have a limited level. Every level up you get multipliers for every skill and a number of skill selections like in Morrowind. The multiplier should be something like 1-20 depending the usage of that skill on previous level and amount of skill choices 5/level. Unused skills get multiplier 1 while mostly used skills get multiplier 10-20. Every skill should have a governing attribute (like in Morrowind) that automatically rises in level ups. It rises as much as you have boosted these skills that have it on governing attribute. Attributes should be in smaller numbers than skills i.e. strength 100, dexterity 100 and whirlwind 250 (a lot of smaller changes between 1 point than in diablo today). There shouldn't be limits with skills and attributes. The limit should be that you cannot be uber via boosting only one skill to 1000 point but 4 skills at 250 would make it much better. Same thing works on attributes too though there are only few of 'em. Every skill should have attribute requirement for raising and spotting it on skill list. In example: if you have too little intelligence and willpower, you wouldn't even see area effect dispel spell (=skill) in your skill list. And when you boost these attributes you get it visible but you cannot put skill selection point on it because it's minimum attribute requirements for raising. When you have boosted these attributes enough you can raise it some points. Level ups you get via getting experience points (= killing monsters).

And then alignment....

You can play game through on side of demon forces or heaven's forces. So you select good or evil. It's different starting places with both of em (3d environment). Alignment should affect your outfit. Evil forces looks a bit undead and good forces a bit holy. Both alignments should have some special skills - holy and unholy skills. Evil forces doesn't attack but forces of good will attack you if you are evil and same thing with good align.. Neutral enemies attack both alignment. There should be number of good and evil places. In example Rogue's encampment, Lut Gholein, Harrogath, etc are for good and Chaos Sanctuary, Baal's Chambers for evil. Well, these places aren't maybe good examples because good guys cleared evil from that places on d2 but thats the idea. If you are evil, you make quests like kill Akira and rogues and good quests you already know. In single player mode you can kill everything thats against you. Even opponents merchants etc. In multiplayer mode this things should be limited. In example you cannot kill opponents merchants but can raid a opponents place killing every opponent players and npc guards and beasts (high level parties only can do that) but guards and beasts will respawn in a little while (like 15 minutes). Players that were killed by a player will respawn to the city they choose (under own alignment of course). If all players have same align, game will be like single player until different align player arrives. He arrives in some of the largest places (=cities) on his align and all merchants respawn and becomes invulnerable immediately. Guards respawns immediately on that city where player respawns and in other places under that align in 1 minute.

Did i forgot something? I will maybe write better version of this some time...

And now, reply please! :)

hope Diablo 3 developers would see this ;)
