"Avatar Compression"

How can I compress my avatar so it is 15000 kb or below!?! I've tried saving it with the lowest amount of enhancement in Photoshop and it still exceeds the limit!!! Are there any programs that can compress the image even further without losing any pixel information!?! Thanks!
