alright, you have your main image right you want to change the hue (different hue's) in each frame?

you are in your first frame and you have the layer selected, duplicate it. now on the duplicate layer press the EYE on the layers pallet (to hide layer). now adjust the first layer's hue / saturation.

now click on the 2nd frame, do the exact opposite, click the eye of the first layer (to make invisible) and then click the eye of the 2nd ( to make visible). adjust the hue / saturation of the layer copy and then press play. to change the delay use the frame pallet and change the delay.
