| for the mtn. is it a scripted event?, if so make a unit that he can't see, make him allies with a non-player like player 12, but it needs to be his ally, you can set this up in the editor, under one of the main menus on the top bar. then when he gets close,, like enters a region, create the unit there, and Boom, he can blink there.
ally is left open at the start, or if you wnat it so they are auto allies, it is in the menu bar on the top, just look closely.
same menu, change it to be enemies with that player, or make a trigger saying neutal is allies wiht player 1
enemie with player 2
