I'm not actually sure what the program is. I thought you could simply use any old program that saves .tga files and then use various tools to import the skins.

I doubt it is illegal because the system is not being gamed into an advantage.*

sorry to be off topic, this has nothing to do with anything... but x42.. tities are not evil.

and ahhh no skin editing is not illegal. yu need something that extracts the TGA image files so you can edit them in an everyday photo editing program that accepts TGA files (Such as photo Impact). although.. considering you want the alphabet, i don't know what unit(s) you would base those off of. Therefore I think you are looking at finding something that allows you to create models (conveniently also not illegal!)

I suppose the only way you can make it do illegal stuff is by editing the Warcraft III models and then reselling the game with these models.

You need an MPQ Extractor and photoshop to edit skins.

For models, you need a modeling program.
