No for colour, maybe for size. Maybe as in the spell or ability may provide an ability to scale the effect. But if it is a colour change, you will have to edit the .mdl file, I believe.*
The only way to change the color and size of an ability in-game would be to make it an unit and then modify it... Like for a dummy ability.

Is it possible to change the color n size of an effect art?
yes for both. i have a little program that i downloaded back in the day. its called WC3 map utilities. let's u do a lotta stuff that editor wont let you do. also let's u skin abilities and units with ease.
For size, just change Scaling Projectiles to true, some spells have this modified on thier own (eg. line spells). Color needs modeling!
