X-tra Powerups were not allowed in the original StarCraft Campaign Editor(Staredit) along with a lot of other units that SCXE allowed. Being this, triggers can't create X-tra powerups or move it, or kill it, unless you use the 'Any Units'.

The other difference is that Powerups cannot be attacked, but X-tra Powerups can. This makes them useful for anything involving a unit being forced to attack, using them as switches which activate/deactivate something when destroyed, etc. As Lwek said though, they cannot be created, you have to manually place them.

( i haven't tried... i just assumed i could and was gonna add this later
cuz i ain't got too much of this going on )
or... they can be moved using "AnyUnit"
or... only killed using "AnyUnit"

or... both moved and killed using "AnyUnit"?

... I didn't even notice that was said. You can move and kill them via triggers, as you would any other unit. I've attached a map I threw together quickly to show it, just in case anyone disagrees with me for some reason.
