First off, I just want to state that any settings you make(triggers, brief, unit settings, etc) to a map does not apply to any games
other than UMS typed maps.
The problem I see is the condition.
When you have a condition "Elapsed game scenario is atleast 180 seconds", it means that none of the actions will fire until 180 seconds into the game.
You had it fine the way before:
