Making an image small, but not look so shitty?

I made a sig, so it of course has to be 30 kb or smaller, but to make the image that file size, I have to either reduce the image size a lot or reduce the quality more than I'd like to do. Does anyone have any reccomendations of what I can do to make it 30 kb without making it look too shitty?

Crop off where the dark blue blob is on the bottom right corner. I mean that whole LINE area. Then find a color that goes good on blue and tada! Problem should be solved!

open it in ms paint and save it directly, it will be a smaller size.
