Is there a way to make a picture more clear?

If so can someone make this picture a smidge bit smaller and clearer.

I tried, but I wasn't sure how small or anything.

Someone else could probably do a better job at cleaning it up.

i dont know what you did, but try using some auto fixes at first.....auto contrast and that crap, and use the sharpen filters if your not comfortable with a sharpen brush, and you could probably try to go into curves and **** with the sliders a little till you bring out the darks a little more, and preserve the original lighter tones
