need help please

Hi I had counterstrike on my comp for a while now and I reinstalled windows on my computer and now cs freezes when I open it at the screen with the two guys. I uninstalled it and got steam again and let it put cs and halflife back on but it still freezes.Does anyone know what's wrong with it and how I can fix it?

Right-click Counter-Strike from Steam's Games menu, click Properties, and then click Launch Options. Add -gl and hit enter. Does this fix it?
