and what does it mean by privite server like only a server u and a friend can use?

Private servers are ones that require a password to join. Search google for server providers, just look around for one with good reviews.

For CS look for servers that are 500-100FPS.

Keywords for quality servers I would suppose be "boosted", "1000 FPS", "Ping Accellerated", "100 Tickrate". Something along those lines.

Velocity Servers
Nuclear Fallout
Art of War
