Lag issues when playing CS or CS:S

I just reformatted my computer mostly because of this issue that i was having whenever i played CS or CS after i reinstalled steam, counter-strike : source and counter-strike the same problem is occuring, i can play and spectate in servers that i join but every single server i join i lag in a lot. Any ideas to what could cause this problem? (my computer ran CS and CS fine about 2 weeks ago)

Well, try the tweak guides, and make sure all of your drivers are updated.

I recommend you get a better graphic card, and atleast have 512 ram on your computer enable to play the game!

cl_rate 6000
(cl_rate only works with 1.6)

No it doesn't. It can allow your framerate to go above 100 in CS 1.6 if vsync is disabled, but it's not going to prevent your framerate from dropping down to 30.

Describe your problem with more clarity, if possible. You're saying "lag," but the truth is that "lag" could mean a lot of things. Assuming you're having FPS problems, what's your average framerate? In either game, you'd need to type cl_showfps 1 (or 2 in CS) to see your framerate. A decent framerate should be above 30 or so in CS or consistently above 60 for CS 1.6.

You reformatted, so my first question is this: did you install video drivers? Also, if you did, are you sure that your monitor is plugged into your actual graphics card and not your computer's on-board graphics card?
