It's a vBulletin mod. There are a couple hundred other sites using the same thing to get people to register. Apparently, it works pretty well too.

Nope, no copyright. You can't copyright a sound, I don't think.

Regardless of the copyright, which isn't my concern.
some browsers force wavs to be opened in wmp10 for example, which is annoying to open each time it is played.

Thanks for deleting it, but the mod is still having it play every time, so now there is an error message to replace the sound that would have opened before.
