Dumb questions?!

Ok, I have a few questions that may seem prtty noob. Here we go...
Say a sorc wears the RW Infinity, -55% Enemy Lightning Resists and 50% chance to cast level 21 Chain Lightning when you kill an enemy.

1: Does the -55% enemy lightning resists factor into the Chain Lightning?
2: Does the Sorcs points in Lightning Mastery factor into the Chain Lightning?
3: Can you kill an enemy with a spell instead of the weopon and still cast Chain Lightning?

I geuss I am a noob, but I think their all legitimate questions...
