ok, when it says 17000 psn dmg over 30 seconds does it mean every second 17000 psn dmg or 17000/30 per second?

No, it means 17,000 poison damage will be dealt over a time period of 30 game-seconds. This is before resistances are factored in.

It's actually a bit more complex than that, because the game calculates things in frames, not seconds. However, for simplicity, yes, it's 17000/30.

17000 psn is ez on skills e.g. poison javelin, rabies

Check the damage per second on those numbers.... it's not THAT impressive.
