what do they mean when they say that you should keep dex at base?

u add certain amount of points into a skill to increase the dmg on another skill.....

eg.) frozen orb's synergie is ice bolts so if you max ice bolt and frozen orb, you'll get more dmg than only 20 into frozen orb
