Im pretty sure you can just use a proxy.

im sure it works for d2 because i got banned from a forum so i put in a mexican proxy then when i went on D2 i instantly joined the MEX-1 channel.

some examples of proxyz pls from other countryes exxcept romania and one more question is there any program exxcept aol that could change my ip? or any program that could hide my ip when i connect to the srv ( sorry i am so noob everything has a begining )

You could try the program. Windows XP is, after all, based on Windows NT.

If you are on a dynamic IP address, ipconfig /release should refresh your IP and hopefully give you a new one.*

The link to the program I gave you allows you to input a program of your choice that logs onto the internet in any fashion, and as long as you have a woking proxy allows you surf around anonymously.
