WW isn't as effective as it was in D2 classic. A high attack rating is needed to make it work is expansion. If you are going to make a WW barb make sure you have a weapon that does a high amount of damage (beast, botd runwords), and you should be a fine PvM character just look up the character build for a whirlwind barb and it will tell you everything you need. PvP a whirlwind barb is O.K. Not the best because they are easy to dodge. Unless they are using an Enigma and they can just teleport next to you and then whirlwind.

As for a concentration barb, they are more for Ubers and such (and more fun to play as). This is your "tank" character. I prefer them over a whirlwind barb.

In all honesty, if you are planning for Ubers dont go with a barb, they are slow compared to Smiters. On the otherhand, if you are looking to own any boss in the game besides the Ubers, I would suggest making a Frenzy Barb. They are insane in speed, damage, but their is a big drawback your def drops to zero for a short time.

I personally cant stand Barbs, I think I have made 3 since I have played D2. I prefer a Pally due to their balance of def/off, and team helping. The only thing that is nice about barbs is the BO which can be used with CTA these days.

Frenzy Barbs are SOOO much fun. Except then you have no shield, and get WTF pwned by everyone. But at least PvM is cool as long as you have a shitload of leech

If you want to use for killin bosses (baal, diablo, mephs, uberz, etc. then conc.)
If you want to use for everything else + pvp then whirlwind
