Diablo 2: LoD v1.11 Skill Tile Custonmization?

I was woundering if someone could give me a lead as in how to do it.

not saying that if its possible or not just trying to find something that might do it

You mean the image it has?

You need to modify the MPQ that holds the graphics to do so.

Actually, this is how mods are created. They are really modifications of the Patch_D2 or other DLLs it holds.
