You don't find that set, you make it using keys...and the base items, you make using cube recipes. It's hard to get for a reason. The base item for one of the pieces, the ONLY base item you can find as a drop, is the Wizard staff, which will only drop from Lazarus.

The base items can be found on racks in A5 Hell or made using equipment.

The set pieces need to be made via keys as Vad says.

the staff needs Lazarus runs.

No, you can find them off Armor Racks. I found a Carved Belt doing that once, but it was really rare.
