I'd definitely look at the overall layout of the page. If it's disorganized, the perception from other users believe you to be disorganized. And if it's difficult to navigate, people tend lose their patience. Of course, things like whether the colour scheme is attractive or not also works.

Oh yeah, and don't forget: CONTENT.

I am pretty OK with some forms of cluttered site.
