Bandwith Limiter?

I know they're out there, but google's not doing me justice unless I have $100 or more to blow. Basically, I want to put a program on my sister's computer to limit her bandwith to a reasonable rate without affecting any other computers on the same switch as me, and preferrably to prompt for a password to change settings or to be hidden in the taskbar, but it isn't necessary. She isn't computer savvy. Basically, she has this new facination with using Myspace every waking second of the day, and all of her friends run streaming video on their profiles, leading to my counter-strike source lagging out every time she visits someone's profile. Limiting her to a sane speed of 128kBps should solve my problem, because currently I have her IP blocked from my router -.-

Links appreciated! Free programs w/o spyware only, and I don't want one that you put on a gateway, since I don't have admin access to the gateway she is connected to. I want to run a background app on her comp. Oh, and by the way, this is voluntary. She said that she really doesn't need to download videos so fast if it's discing me from my games.

Yes, I have googled it.. Right now I'm using netlimiter pro, but I can't find a crack/key for 2.0, and I only have ~26 days left.
