Question about Banning Here

What exactly is the point of banning someone from here if they do something against the rules, if they can come back and do it all over again? Reason I ask is I noticed that Borat is back, and is already flaming in the D2 area (I might be wrong on where it was) Do you Mods like to keep sending posts to the void that you know within seconds of being here they will do because they did it before? Come on, their have been hundreds of people that have come here just to flame, and get banned, knowing damn well, within said days they can come back and do it all over again. Could this be the reason why some people are getting fed up with here and moving on, or could it be that this sight has not learned to adapt to new situations. What does it take for someone to get perm banned? How many times did someone complain about someone just being rude and disrespectful? Just he see them eventually come back after a ban to repeat it all over.
Don't misunderstand me, I find this place filled with alot of helpful, and positive people, but, when I see someone return after getting banned several times, that I know they will be doing the same thing over again. It shows to me a huge lack of willingness to make things better for everyone else here who actually enjoys the site.
I am starting to understand why visitors are not signing up, I would rather go to a inferior site that has a less tolerence for spamming and flaming, and visit here when I can't find what I'm looking for on their.

And I'm sure just to prove my point their will most definitelly be some form of flaming and what have you in regards to this post.

Sooooooooooooo..........
Like Johnny Storm would say......... "FLAME ON!"

Even Perm doesn't work. They can just double account with a proxy and assume a different personality. There's even some users who double account to get out of being banned on their main account.

So Mr. MODs what exactly is the point of banning someone at all? You you intentionally like to have more of a headache by voiding posts by those you know will only flame or spam?
Technically, I could flood the sections by spamming the same flame threads over and over, get warned till I'm banned, come back and do it all over again? Am I missing something here? WTF is the point of having someone like Borat, VOG, ect banned if they could just come back?
I have been a member for little over a year by name, where I have been here since late 03 in visiting for D2 guides. I've noticed a huge decline in a reason for me to stay. Just about everything that I have come here for is gone, or outdated. For **** sakes I got a lvl 2 warning up still for over 3 months that hasn't been takin off.
Their has been alot of talk about how to make more traffic/membership here, this to me seems like a good place to start.
Is what I state here wrong? If so please let me know.

After 3 or so temp bans, they just perma ban the user. However, banning is pretty much useless when you have people here who want the forums to be fun and not 'strict' this allows that ban rule to be bent to a very large degree as far as the persons account being banned or not is concerned. Though they fail to see that some users just need to be banned and stay banned. Like Voice of God, for instance. If he waited out his sentence, he could come back. But since he's spammed porn so much, he's like perma-banned x10.
