Georgia changes their story a few times a day, first it was Russians bombed Georgian pipeline, now BP refuted that claim, then it was Russians captured Gori, now Saakashvilli said that Russians did not capture Gori but Russian tanks are on approach to Tbilisi. Georgia has been building up troops along the border with South Ossetia for months, they are obviously the ones who started this.

If they didn't declare a ceasefire, International pressure would mount for one - France are going to Moscow with a delegation with a view to an agreement. With Georgian forces retreating, it is "Mission Accomplished" for Russia - for now.*
