I think the chinese will notice their houses being blown up, China is a big country you can't take out all at once, also antimissile program doesn't guarantee a hundred percent succesful destruction of the missile.Also you should know that in Russia we have the same program you have, it was created in mid 80s by joint USSR/US operation, we both got the final version.
