Macromedia does it. You can download the trial version at thier site, and as long as you have a legit CD key, you can type it in and install it, and you will get the full version of it.
A few games like UT, Stalker, and now Starcraft have no CD requirements. It helps people who don't take care of thier CDs to play the game.
