Well, to have a civil war, you need a problem that cannot be articulated by the current social institutions, for a reason or another. I dont really know of such problem as of now. Our social institutions, in the West, are capable of dealing with any sort of problem for the moment.

Secondly, you need a minimum of two parties that are alienated from each other to the point where the tension building caused by the insoluble problem can lead to an armed conflict. And, as of now, I dont know of such factions capable of lauching an armed conflict, because they dont have the will to, or the material and political means to do so.
