| In Safe Mode, right-click the desktop > Properties > Settings > Set your resolution to the lowest possible setting, your colour quality to the lowest, then go to Advanced > Monitor and select 60Hz. Then restart in normal mode. If it works, don't set your resolution too high next time, and apply changes to resolution without restarting (there's an option in Display Settings somewhere). Then, if it doesn't work, hit Escape and you will return to the previous mode.
If that doesn't work, reinstall your video card drivers in Safe Mode. If that doesn't work, as a last resort, try reinstalling DirectX, though I doubt that is the problem.*
