No it doesn't. It can allow your framerate to go above 100 in CS 1.6 if vsync is disabled, but it's not going to prevent your framerate from dropping down to 30.
Describe your problem with more clarity, if possible. You're saying "lag," but the truth is that "lag" could mean a lot of things. Assuming you're having FPS problems, what's your average framerate? In either game, you'd need to type
cl_showfps 1 (or
2 in CS
) to see your framerate. A decent framerate should be above 30 or so in CS
or consistently above 60 for CS 1.6.
You reformatted, so my first question is this: did you install
video drivers? Also, if you did, are you sure that your monitor is plugged into your actual graphics card and not your computer's on-board graphics card?
