Its actully very easy, all that I did was: Make a new layer made all that white stuff as you see in the picture, and changed the Opacity of that layer to around 25%, to change the layers opacity just open the layers window (Windows>Layers) and select the layer you want to make translucent or what ever and chaneh the % by "Opacity".
