Sounds like your missing the file "sounds.gcf". If this is the case you should untistall steam, install a fresh copy of steam from there website(
www.steampowered.com), and then make sure its fully updated. When you do all this then try to install it again. If it doesn't work, come back here and I'll see what advice I can offer.
